The internet landscape
Tajikistan's internet runs through Tcell (the largest mobile carrier, owned by Aga Khan Fund), Megafon Tajikistan, Beeline Tajikistan, and Babilon Mobile. Fixed-line broadband is dominated by Babilon-T, ZAO Eastera, and a handful of smaller ISPs. The regulator is the Communications Service under the President of Tajikistan (CSPT), which exercises direct authority over carrier-level filtering.
The relevant laws are the 2017 Law on Combating Extremism, the 2018 amendments to telecommunications regulations, and the 2024 Cybersecurity Code which expanded the framework for blocking online content. The legal pressure is on platforms and content; individual VPN use is not formally criminalised, but the environment is hostile and trending more restrictive.
Tajikistan has approximately 6 million internet users (about 60% penetration per ITU 2024 data), heavily mobile-first. Russian is widely read; English is less common; Tajik-language content is available but Russian-language interfaces are usually preferred by technical users.
What gets blocked or throttled
Specific patterns:
- **Gmail and Google services blocked** intermittently. Periods of full blocks have lasted weeks; periods of throttling are routine. - **Facebook blocked** on-and-off since 2018. Status varies; assume blocked unless verified otherwise. - **Instagram blocked** during politically-sensitive periods, sometimes for extended stretches. - **YouTube** subject to throttling and intermittent blocks. - **Zoom restrictions** during periods of perceived political tension. The pattern is to restrict communication tools used by opposition or diaspora during sensitive moments. - **Independent news outlets blocked** including Asia-Plus, RFE/RL Tajik Service. - **VPN provider websites blocked** at variable frequency. - **DPI against VPN protocols** — increasingly capable. The infrastructure is reportedly Chinese-vendored (similar approach to what Pakistan and Myanmar use). Standard WireGuard, OpenVPN, IKEv2 are detected during escalation periods.
The protocols that work consistently are VLESS Reality with the Vision flow, NaiveProxy, and ShadowTLS. The Tajik diaspora in Russia and Kazakhstan often shares XRay-Reality configurations through community channels.

Is VPN legal in Tajikistan?
VPN use is not specifically illegal for individuals. The 2017 Law on Combating Extremism, 2018 telecommunications amendments, and 2024 Cybersecurity Code give authorities broad powers to restrict circumvention tools, but do not criminalise individual VPN use. Documented prosecutions focus on content (criticism of the President, alleged extremism) rather than VPN use itself.
Why is Gmail blocked in Tajikistan?
Tajikistan periodically blocks Gmail along with other Western services during politically-sensitive periods or in response to specific content concerns. The blocks are intermittent rather than permanent. The Communications Service under the President orders carriers to filter at the DNS or IP level. A VPN routes around these blocks; protocols that survive Tajikistan's DPI (VLESS Reality, NaiveProxy) are needed during escalation periods.
