The internet landscape
Egypt's internet runs through four major operators: Telecom Egypt (TE Data, the legacy fixed-line incumbent and biggest broadband provider), Orange Egypt, Vodafone Egypt, and Etisalat Misr. The regulator is NTRA — the National Telecom Regulatory Authority.
NTRA orders content filtering at the ISP level under the 2018 Anti-Cybercrime Law (Law 175/2018), which criminalises a wide range of online activity, and the older 2003 Telecommunications Law. Egypt has a documented history of internet shutdowns: the most famous was the 5-day total shutdown during the January 2011 protests, when Mubarak's government cut all four major ISPs simultaneously. Smaller throttling and partial shutdowns have recurred during protest periods since.
The bigger ongoing pattern is content blocking. The Association for Freedom of Thought and Expression has tracked thousands of blocked URLs since 2017, including news sites (Mada Masr, HuffPost Arabic, Daily News Egypt), human rights organisations, and a long list of VPN provider domains. The blocking is done at the ISP DNS layer plus IP-level blocks at the gateway routers — not deep packet inspection of every connection, but enough that you cannot download a VPN client once you're in country if you didn't install one first.
What gets blocked or throttled
Specific blocks and throttles, with dates:
- **VoIP calls** — WhatsApp voice/video, Messenger calls, Skype, FaceTime, Zoom audio all blocked or heavily degraded since around August 2017. The pattern is commercial: Egyptian carriers protect their licensed call revenue. - **Discord** — blocked January 2026 by WE Telecom Egypt and Vodafone Egypt. Sign-up surge of 320% on Proton VPN was reported by Tom's Guide that month. - **News outlets** — Mada Masr blocked since 2017, Al Jazeera blocked since 2017, hundreds of independent and opposition outlets blocked under Article 29 of Law 175/2018. - **VPN provider websites** — most major VPN provider domains are blocked at the DNS level. You can usually still connect to existing VPN sessions, but downloading a new client from inside Egypt is hard. - **LGBTQ+ content** — comprehensively blocked. - **Some game and dating platforms** — periodic blocks.
There is real DPI deployment on top of the URL blocking — particularly during politically sensitive periods. Reports from Egyptian users on r/VPN through 2024-2026 describe sudden VPN throughput drops correlated with national events.
