The internet landscape
The UAE internet is delivered by two licensed telecoms: Etisalat (now operating as e&) and du. The regulator is the TRA — Telecommunications and Digital Government Regulatory Authority. The maximum penalty is AED 2,000,000 (about USD 545,000) and imprisonment, but the prosecution requires proving the underlying criminal activity. Personal use of a VPN — for privacy, public Wi-Fi safety, or accessing geo-restricted entertainment content — has not produced documented prosecutions of individual users through May 2026.
The TRA also enforces blocking of categories deemed against UAE moral or political standards: VoIP services from unlicensed providers, dating apps (Tinder/Grindr restricted historically), gambling, adult content, some Israeli news sites, and various sites considered against Islamic norms.
What gets blocked or throttled
The blocking pattern in the UAE is **commercial protection**, not political censorship. Etisalat and du are partial state-owned telecoms; they collect the revenue from licensed VoIP services like Botim, C'Me, and BOTIM Premium (about AED 50/month). Free competitor VoIP services have historically been blocked at the network layer to protect that revenue stream.
Specific filters in place in 2026:

The February 2026 WhatsApp unblock context: this followed a similar partial unblock in Saudi Arabia in early 2026. Both moves are consistent with broader Gulf-region modernisation pressure (Vision 2030 in Saudi, Dubai's smart-city positioning). FaceTime, Skype, and Viber remain blocked in both countries. The pattern looks like commercial-protection regimes selectively softening on the most-demanded platform while leaving the rest of the licensed-VoIP business model intact.
