Overview

IPVanish is one of the older US-based VPN brands. The product itself is competent: 2,400+ servers, WireGuard and OpenVPN support, unlimited simultaneous connections, decent apps across most platforms.

The history is the part that gets debated. In 2016, IPVanish (then under Highwinds Network Group) responded to a US Homeland Security subpoena by providing user connection logs, while the marketing copy at the time claimed no logs were kept. The court documents are public. After that incident, IPVanish was sold to StackPath, and then to J2 Global / Ziff Davis. The current owner commissioned a Leviathan Security audit in 2022 that confirmed the present-day no-logs claim. Two ownership changes don't erase what's on the court record. They do mean the company that handed over the logs no longer runs the product.

Fexyn is a Wyoming LLC, independent, in Beta, with four servers and native Windows and Android apps shipping today (other platforms connect via a token link). No subpoena history exists yet because no subpoena has come.

The 2016 incident

In 2016, Homeland Security investigated a child-exploitation case where a suspect had used IPVanish. Court documents (United States v. Lance Edward Wolak, related filings) describe IPVanish providing user account details, IP timestamps, and connection records. At the time, IPVanish's marketing claimed strict no-logs.

The incident was a real false advertising problem regardless of how anyone feels about the underlying investigation. It established that the no-logs claim then in effect was not technically true.

Two acquisitions later (Highwinds to StackPath in 2017, StackPath to J2 Global in 2019), the current owner commissioned a 2022 Leviathan Security audit confirming the present-day no-logs implementation. That audit is real. The 2016 court record is also real. Whether the audit closes the trust gap is a personal judgment.

Protocols

IPVanish ships WireGuard, OpenVPN, IKEv2, and IPSec. For restricted networks they offer "scramble," a checkbox in the app that XOR-pads OpenVPN traffic. Scramble was useful in 2014 against keyword-matching firewalls. Modern DPI fingerprints it on the OpenVPN handshake bytes, since the underlying protocol is unchanged.

Fexyn Stealth is VLESS Reality with the xtls-rprx-vision flow. The handshake is real TLS 1.3 to a real public website. There is no second-stage signature for active probing because the destination IP genuinely runs the cover site for the entire handshake phase.

Pricing

IPVanish runs aggressive first-year promos. The annual plan is around $3.33/month for the first year, renewing higher. Monthly without commitment is around $11.99.

Fexyn's Tier 4 monthly rate of $2.99 (Turkey, Russia, Pakistan, Indonesia, others) has no commitment and no renewal hike. For users in those markets, that's the lower number. For US users on a first-year IPVanish promo, IPVanish is cheaper that first year, then resets.

Censorship effectiveness

IPVanish's scramble setting is not designed for modern DPI environments. Reports from users in China, Iran, and Russia consistently show scramble failing within minutes when active probing is in play. WireGuard fails faster.

Fexyn Stealth is structurally different. The cover handshake is real, not shaped to look real. That's the entire point of Reality, and it survives the same active probing that breaks scramble and OpenVPN-over-443.
