Skype blocking affects different users than WhatsApp blocking. WhatsApp's Gulf audience is expat families and individuals. Skype's blocked-region audience is more concentrated in three groups, and each group has a sharper pain point:

Skype was an early adopter of UDP-based encrypted VoIP, and it has used a few protocol generations over the years. Modern Skype traffic uses a Microsoft-controlled signalling stack with characteristic packet timing and well-known endpoint IP ranges in Microsoft's global network. Carrier DPI hardware fingerprints both the destination IP ranges and the packet behaviour.

In China, the Great Firewall additionally does active probing — suspicious flows get test packets to confirm protocol identity before being blocked. This is more aggressive than the passive-fingerprinting baseline used in the Gulf, and it means even simple obfuscation gets caught quickly.
